Beginning April 15, 2025, former Livery Vehicle owners whose licenses expired between March 7, 2020, and September 12, 2022 (the COVID-19 Pandemic) are eligible to apply to have their licenses reinstated under the COVID-19 Livery Vehicle Recovery Act, according to a latest TLC circular.
Applications will be open for one year, until April 15, 2026. To reinstate your license, you must meet the following qualifications and follow all restrictions:

- If your license was suspended or revoked at the time it expired, you may not be eligible.
- These licenses will carry the same restrictions they had when they expired. For example, a license that was restricted to an electric vehicle may only renew as an electric vehicle, and a license restricted to a wheelchair accessible vehicle may only renew as a wheelchair accessible vehicle.
- Although the original license must have been affiliated to a livery base, licenses renewed under the Act can also be affiliated to black car and luxury bases. However, they may NOT be transferred to a high-volume for-hire base (Uber/Lyft).
