New York City’s For-Hire Vehicles (FHVs) drivers would be able to park their vehicles for short breaks in existing commercial vehicle metered parking areas.

Council’s Committee on Transportation and Infrastructure has passed a bill that requires the Department of Transportation (DOT) to undertake a one-year pilot program in this regard.

The legislation, passed on Dec 18, 2025, is now waiting for Mayor Zohran Mamdani to sign.

DOT would also be required to submit a report on the effects of the pilot program.

The pilot program would last for one year, but could be extended by an additional 180 days if DOT determines the extension “would promote the public interest.”

“No one should have to risk a fine or their health just to use the bathroom,” quoted Brendan Sexton, President of the Independent Drivers Guild, said in a column for the New York Daily News.
